A legacy training module from NICHCY
The Part C regulations provide a framework for effectively identifying, locating, and providing early intervention services to all eligible infants and toddlers with disabilities. Part of that framework includes the post-referral activities of screening, evaluation, and assessment.
This module takes a detailed look at what the Part C regulations require in terms of the procedures to be used in screening, evaluating, and assessing babies and toddlers in Part C. Also discussed are the required procedures for conducting the voluntary family-directed assessment. Module 4 includes:
- 2 slideshow presentations (slideshow 4A on screening procedures, and slideshow 4B on evaluation and assessment procedures);
- a trainer’s guide explaining all the content;
- Speaker’s Notes for each slideshow;
- slide pictures for each slideshow that can be shared with participants; and
- 2 handouts for participants.
Please help yourself! Download the components you need to learn on your own and/or to train others on what’s involved in screening babies and toddlers for suspected disabilities (a State option, not a requirement) and for conducting evaluations and assessments of children and voluntary family-directed assessments.
Files You’ll Need to Download
Trainer’s Guide | The trainer’s guide to Module 4 focuses on the content emphasized in the module—namely, an overview of the screening, evaluation, and assessment procedures that lead agencies and early intervention providers must use when a baby or toddler is referred to Part C. Moving slide by slide, the trainer’s guide provides images of each slide, instructions for how to operate the slide (e.g., when to click to reveal more of the slide or to advance to the next slide), and an explanation of the content on the slide. The trainer’s guide is available in two formats, for your convenience:
PDF | Trainer’s Guide for Module 4 (62 pages)
Word | Trainer’s Guide for Module 4 (for accessibility)
Slideshows | There are 2 slideshows for Module 4. Slideshow 4A (10 slides) focuses on Screening Procedures. Slideshow 4B (11 slides) focuses on required procedures for conducting evaluations and assessments.
Why two separate slideshows? Because screening is an option for States, not a requirement. This means that not all States include screening as part of their post-referral activities. Having a separate slideshow gives trainers the flexibility to skip this information if it’s not relevant in the State.
Each slideshow is provided as a PowerPoint Show. Download one or both files to your computer. As a SHOW, each slideshow will automatically launch when you open the file and will operate as described in the Trainer’s Guide.
Slideshow 4A | Screening procedures
Slideshow 4B | Evaluation and assessment procedures
Speaker Notes | We know from experience that many trainers find it helpful to have a Speaker Notes version of a slideshow. Because there are 2 slideshows for this module, there are also 2 sets of Speaker Notes. Each includes the slides, one by one, and provides blank lines beneath (for taking notes). Use the Speaker Notes for your own planning (both are in Word, so you can add your own notes where the blank lines are) or share the pages with participants for their own taking of notes.

Speaker Notes for Slideshow 4B | Evaluation and assessment procedures | in Word

Handouts for Participants | There are 2 handouts for participants. Each is provided in PDF and Word formats. The PDF is designed to share with participants. The Word version is made available for those participants who need or request accessible materials.

And there you have it, Module 4 on the procedures for conducting screening, evaluation, and assessment in Part C! We wish you good luck with all your trainings!
