A legacy training module from NICHCY
Looking for a summary, not a training module?
The Part C regulations provide a framework for effectively identifying, locating, and providing early intervention services to all eligible infants and toddlers with disabilities. Part of that framework includes the pre-referral and referral activities. Pre-referral activities include the public awareness program and the child find system that each state is required to set up and maintain. Referral activitiesinclude having a process for referring children under the age of three to the Part C program.
This module takes a detailed look at what the Part C regulations require in terms of the activities of lead agencies to promote awareness of disabilities in infants and toddlers, the availability of early intervention services, and how to refer a child to the Part C system. Primary topics include the child find system, the public awareness program, the referral network, the central directory, and intra-agency and interagency cooordination. Module 3 includes:
- 2 slideshow presentations that trainers can use in their workshops and webinars for families;
- a trainer’s guide explaining all the content;
- Speaker’s Notes for the slideshow;
- slide pictures that can be shared with participants; and
- 1 handout for participants.
Please help yourself! Download the components you need to learn on your own and/or to train others on what’s involved in setting up the system within each state through which infants and toddlers with suspected or diagnosed disabilities or delays can be referred to the state’s early intervention program.
Files You’ll Need to Download
Trainer’s Guide | The trainer’s guide to Module 3 focuses on the content emphasized in the module—namely, an overview of the child find system, the public awareness program, the referral network, and the central directory that each state is required to have. Moving slide by slide, the trainer’s guide provides images of each slide, instructions for how to operate the slide (e.g., when to click to reveal more of the slide or to advance to the next slide), and an explanation of the content on the slide. The trainer’s guide is available in two formats, for your convenience:
PDF | Trainer’s Guide for Module 3 (66 pages)
Word | Trainer’s Guide for Module 3 (for accessibility)
Slideshows | There are 2 slideshows for Module 3, each provided in PowerPoint for trainers to use in workshops or other learning situations (including staff development). The first focuses on introducing the pre-referral and referral activities. The second (separate) slideshow is for trainers to use (as they wish) at the end of the training session to engage participants in a Jeopardy-style review of the information presented.
Important note: You do NOT need the PowerPoint® software to use the slide show. It’s set to display, regardless, because the PowerPoint Viewer® is included. (You may be asked to agree to Viewer’s licensing terms when you first open the slideshow.) The presentation is also saved as a “SHOW”—which means it will launch automatically when you open it. It will then operate as described in the Trainer’s Guide.

Slideshow 3B | Jeopardy-style review
Speaker Notes | We know from experience that many trainers find it helpful to have a Speaker Notes version of a slideshow. Because there are 2 slideshows for this module, there are also 2 sets of Speaker Notes. Each includes the slides, one by one, and provides blank lines beneath (for taking notes). Use the Speaker Notes for your own planning (both are in Word, so you can add your own notes where the blank lines are) or share the pages with participants for their own taking of notes.

Handouts for Participants | The handouts and activity sheets you’ll need are:
-
- Handout 4—Comprehensive Child Find System
- Handout 5—Public Awareness Program and the Central Directory
- Activity 10—How Many Places and People Can You Name?
We’d also suggest collecting handouts to share of:
-
- Examples of public awareness materials put out by your State’s lead agency
- Your State’s definition of “developmental delay”
Each is provided in PDF and Word formats. The PDF is designed to share with participants. The Word version is made available for those participants who need or request accessible materials.
